Cape parrot beaks [maybe all beaks for all I know!] grow from the inside, and then the outside sloughs off. If he will let you, you can just gently scrape the flaky stuff off with your fingernail. If you do this every day, the beak stays in pretty good shape. I'm not sure what you mean by "cracking". If there are big cracks in the beak, that would not be normal. But if it's just flaky pieces, that's okay.
