Hi,
I can tell you that parrots are nothing like having a pet dog or cat. Parrots are more like having a human child than any other pet I've seen. Having a parrot is like having a little feathered child in the house. The need lots of love and interaction to be happy. They can be noisy, messy, demanding and occassionally bite. In short they are a lot of work and give a lot of rewards. Just be prepared for what you are getting yourself into.
Capes are not generally that noisy but they can make noise. We lived in a condo with Thor and never had a complaint on the other hand we had a neighbor come to the door one day because he was out walking his dog and thought a smoke alarm was going off (it was Thor beeping). I can roughhouse with Thor and not worry about being bit but over the last 5 years he has bit me, my girlfriend and my mom. While it is not frequent it can happen.
